This unit probably has a BP-3 sizing & bypass valve. Is the bypass ok? Is the BP-2 coil getting energized or is the coil open?

Are the units SCD drives? If so what speed are the cars? Geared, Gearless? 4MS 500-800 fpm, would be 250 PPM. if it is 2MS the value would be 500 PPM.

Try putting some STP on packing and piston if it's sticking. Used to work great on Otis selectors stop lugs.
