when did tke move to their most current version of the tac 50? was it 2006?

You mean the Tac-50 04 32bit? We are installing now.

yes. when did the 32 bit start being installed?

Late 2007 saw a mix of 32 and 16 bit and 2008 it was all 32 bit.
