I’ve got an icon unit (TAC20 sold by VE) that is giving me 1090/1091 LON faults on CH A & CH B but it doesn’t have LON Boards. Just have IO Exp Bd & TCID/HCID Bds & 188e. Sent the 188e board out to Access for repair and they sent it back stating thoroughly tested and no issues found. I have since swapped the Exp Bd with no change. I’m not sure TCID/HCID are both bad so not sure what next. Routined all connections, checked all wiring, voltages are good. Not sure where to go next. Won’t run on INSP either. It shows change when CT STOP SW is activated, not sure why?

A Tac22 can have LON if you have LON PIs. If you have a LON PI in the car you’ll have a single channel A port (blue) at the end of your discrete ports (grey) in IMS. Then to enable a channel 2 PI you have to have 1 yellow port. A LON problem should not prevent you from running on inspection though. Maybe you could post a pic of your IO map. Make sure it’s on 8 bit ports and metered logic.
