Boards should not be grounded or in anyway attched to the hall button metal. Hard to believe you could generate enough voltage, to jump the insulators, and voltage still be high enough to overcome the PIV of the diode.

Im not sure about this equipment, but if a static charge exists on a particular floor suggests to me the frame might not be bleeding to ground. The pcb's should be insulated from the mounting brackets as broke said. the easiest way to test this is to remove the landing button panel find an earth wire and clip it(using a clip lead) to the landing door frame. I'm assuming this is low voltage control and care should be taken when doing this. Even discuss this with the local home lift company.
