The fields were checked individually, we found low resistance on one and decided to change them all.

Thanks for the reply. Tried both load weigher relays no luck. I was able to get it by removing OSA wire and blocking OD relay.

Just closing out thread. Ended up being a bad N/C contact on SB. Thanks Indirtwetrust for pointing me in the right direction.
