Does anyone have instructions on how to program the Otis Auto-Dialer phone without involving Otis?

It's about the same as a EMS phone..if you have the phone number to the elevator you can call in and program it

does anyone have instructions for programming the Otis REM? with an OAD board?

I’ve reprogrammed them so many times, they are junk in my opinion. I installed Ktech kit phones in their place. No more issues with them losing programming or faulty problems.
